One of the least well known agencies in Hartford is the Connecticut Healthcare Advocate. It is headed by Ted Doolittle, a seasoned government executive, attorney and former Federal prosecutor. He aslo serves as the deputy director of the Center for Program Integrity at Centers for Medicare and Medicaid Services (CMS).
