All electors and persons qualified to vote in town meetings of the Town of Granby, Connecticut (the “Town”), are hereby notified that the Board of Selectmen of the Town are convening a Special Town Meeting to be held at the Senior Center Community Room, 15 North Granby Road, Granby, CT 06035. The Special Town Meeting will be held at 7 p.m. on December 1, 2026 for the following purposes:
Item 1. To consider and discuss, but not vote upon an appropriation not to exceed $1,500,000 for costs associated with the planning, design, construction, renovation, maintenance, repair, and upgrade of three sewer pumps located in the Town of Granby, (the “Town”) 1) adjacent to 52 N. Granby Road, 2) at 166 Salmon Brook Street, and 3) in Salmon Brook Park including architectural, engineering, testing, inspection, surveys, alterations, repairs and improvements in connection therewith and temporary and permanent financing costs related thereto, including capitalized interest costs (the “Sewer Pumps Project”), and to meet said appropriation and in lieu of a tax therefor, bonds of the Town be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, the Charter of the Town (the “Charter”) or any other provision of law thereto enabling in the amount not to exceed $1,500,000, or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, with all debt service on the bonds to be paid by the Town’s sewer users through the Special Revenue Sewer Utility Fund, and the Town Manager be authorized to issue and sell temporary notes of the Town in an amount not to exceed $1,500,000 in anticipation of the receipt of the proceeds from the sale of such bonds and to determine the amount, date, date of maturity, interest rate, form and other details of such notes and bonds pursuant to the Charter of the Town and Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling and to do all things necessary or appropriate to issue such bonds or notes.

To consider and discuss, but not vote upon an appropriation not to exceed $500,000 for costs associated with the planning, design, and construction of up to four pickleball courts and a year round bathroom at the Salmon Brook Park Facility located at 215 Salmon Brook Street in the Town of Granby (the “Town”) including architectural, engineering, testing, inspection, surveys, alterations, repairs and improvements in connection therewith and temporary and permanent financing costs related thereto, including capitalized interest costs (the “Salmon Brook Project”), and to meet said appropriation and in lieu of a tax therefor, bonds of the Town be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, the Charter of the Town (the “Charter”) or any other provision of law thereto enabling in the amount not to exceed $500,000, or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, with all debt service on the bonds to be paid by the Parks and Recreation Special Revenue Fund, and the Town Manager be authorized to issue and sell temporary notes of the Town in an amount not to exceed $500,000 in anticipation of the receipt of the proceeds from the sale of such bonds and to determine the amount, date, date of maturity, interest rate, form and other details of such notes and bonds pursuant to the Charter of the Town and Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling and to do all things necessary or appropriate to issue such bonds or notes.

Granby Road in the Town of Granby (the “Town”) including architectural, engineering, testing, inspection, surveys, alterations, repairs and improvements in connection therewith and temporary and permanent financing costs related thereto, including capitalized interest costs (the “Library Project”), and to meet said appropriation and in lieu of a tax therefor, bonds of the Town be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, the Charter of the Town (the “Charter”) or any other provision of law thereto enabling in an amount not to exceed $6,000,000 to finance a portion of the appropriation, with the remainder of the appropriation to be funded by private contributions and grant proceeds, and the Town Manager be authorized to issue and sell temporary notes of the Town in an amount not to exceed $6,000,000 in anticipation of the receipt of the proceeds from the sale of such bonds and to determine the amount, date, date of maturity, interest rate, form and other details of such notes and bonds pursuant to the Charter of the Town and Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling and to do all things necessary or appropriate to issue such bonds or notes.

Granby Road in the Town including architectural, engineering, testing, inspection, surveys, alterations, repairs and improvements in connection therewith and temporary and permanent financing costs related thereto, including capitalized interest costs?
