In the July Drummer update, I detailed the important work two recently reconstituted committees were undertaking. These are the IBAC, the Intra-Board Advisory Committee on shared services and the PBCPC, the Public Building and Capital Project Committee on the possible December bond questions.
Related to the latter, a solution and plan of attack to address the failing track at the high school is a priority of the PBCPC should voters approve bond funding at the Dec. 8 scheduled bond referendum.
In today’s Drummer update, both committees have made consequential decisions that will be beneficial to the Town of Granby in the long run. Let’s examine two of those decisions.
First, the IBAC decision. After reviewing eight responses to the joint Town and BOE Request for Proposal seeking a consultant with significant experience in municipal government shared-services implementation, the members of IBAC shortlisted three firms and held in-person interviews on Aug. 10. IBAC members ultimately selected the firm of Clifton, Larson, and Allen at a cost of $28,350.
The IBAC will approve the CLA contract and a funding source at its Sept. 14 meeting. The CLA project engagement will commence immediately thereafter with a 12-week execution window. The final report on what is possible would be issued to the IBAC and associated boards for consideration shortly after the first of the year, so stay tuned on that.
Now to the PBCPC decision. At its Aug. 12 meeting, the PBCPC created a subcommittee to review the 11 engineering RFP submissions. The goal of the review is to hire at least one engineering firm to understand the reasons why the high school track is failing. The firm hired would provide solutions for what a responsible, cost-effective solution would look like should voters approve funding when voting on the five bond questions on Dec. 8.
With respect to both committees and their decision making, it’s a tangible example of residents, elected officials and staff working closely together, and rolling up their sleeves to create workable, long-lasting, cost-effective solutions to Granby initiatives.
