The purpose of this meeting is to provide the community with an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements. A Question and Answer (Q&A) session will immediately follow the presentation.
The purpose of the project is to address the bridge deficiencies to ensure that the major components are improved to a state of good repair or remain in a state of good repair, most notably, the stream channel and culvert. The project will need to minimize traffic interruptions on Route 219, address condition of the outlet pipe cradle, stabilize the scour holes at the inlet and outlet, and prevent storm drainage from discharging behind the wingwall.
The project includes a full replacement of the existing pipe structure with a 12 ft. W x 9 ft. II concrete box culvert. The north concrete headwall, wingwall unit, and south concrete pipe cradle will be re-placed with new headwalls and wingwalls. As part of the replacement effort, the outlet will be lowered to address the existing perched outlet conditions and to improve fish passage through the stream. Due to the increased slope from lowering the outlet, the flow velocities are increasing. Therefore, baffles and natural stream bed material will be installed to control the velocity of the flow. After the installa-tion of the new structure, the roadway will be reconstructed and paved. Finally, new MASH-Compli-ant metal beam rails will be constructed in place of the existing guiderails. Maintenance and protection of traffic during construction will include two stages of work where alternating one-way traffic will facilitate vehicles through the work area, controlled with temporary traffic signals.
Right-of-way impacts associated with the proposed project include temporary construction easements on the properties to the north and south of the bridge. A Drainage Right of Way is anticipated on the south abutting property. Both properties are owned by the State of Connecticut.
Construction is expected to start in spring 2027, depending on funding, right-of-way acquisition, and permits. The estimated cost is $2.1 M, with 80 percent Federal funds and 20 percent State funds.
